Announcement on Tightened Logistics Performance Regulations for Epidemic Prevention Products on AliExpress

 

Dear AliExpress sellers,

During the epidemic, to ensure a better business environment and shopping experience, the platform issued a series of control policies for epidemic prevention products. To meet the requirements of relevant laws and market regulations, the platform reiterates the following rules on delivery and performance assessment for epidemic prevention products:

 

I. Lead time and logistics routes (upgraded)

To provide consumers with better logistics services and shopping experience during the epidemic, the platform makes the following policy adjustments:

1. The platform will adjust the lead time for orders of epidemic prevention products from 7 working days to 72 hours (see the Announcement on Tightened Control of Epidemic Prevention Products on AliExpress released on March 31, 2020). Taking into account the transition period for sellers, the platform has adjusted the actual stocking period to 3 working days.

From May 6, 2020 (UTC+8), the stocking period for orders containing epidemic prevention products will be adjusted to 72 hours. That is, if the seller fails to ship the order within 72 hours after the buyer successfully paid for the order, the order will be deemed timed out and closed by the system, and the money will be returned to the buyer. The order status will be displayed as: "Closed and unfulfilled". Meanwhile, the order will be included in the transaction assessment. It is recommended that the sellers pay attention to the dashboard and ensure timely shipment;

2. To comply with the General Administration of Customs Notice No. 53 of 2020 and the Ministry of Commerce's State Administration of Market Supervision Notice No. 12 of 2020, the customs requires export sellers to provide export compliance declaration for goods under 10 categories on the platform. The upgraded requirements for export declaration of medical supplies and shipping are as follows:

1) Sellers who sell products under those 10 categories need to upload the corresponding statement on the export of medical supplies when listing the products. Please be truthful with your statement. The category details are as follows:

3) Upload portal: The Qualification module on the Product Listing page (below the attribute column)

4) Proposed portal opening date: April 30, 2020 (UTC+8)

AliExpress will start to crack down on product violations on May 15, 2020. If a product is found to have been listed with no corresponding statement or non-compliant statement for the first time, the platform will take it down. In case of a repeated violation, the platform will delete the product. In case of a severe violation, the platform will delete the product and deduct two points even if it is the first violation. Note: This statement is not provided to consumers, but to your logistics service provider and Customs to complete rapid verification for customs clearance.

3. Due to the special restrictions of customs and logistics of each country during the epidemic, the platform will suspend economic, easy and custom logistics routes for 29 categories except those involving liquid, magnetic or electronic products. That is, epidemic-related products can only be shipped through AliExpress shipping - standard routes during the pandemic. Please adjust your shipping templates for corresponding categories in advance. The new policy is estimated to take effect on May 6, 2020 (UTC+8). Please stay tuned. The table below lists the categories affected by this new policy:

Note: If your products have signed up for a platform campaign using an old shipping template, and you have set the economic, easy and custom routes only, suspending these routes will prevent you from delivering orders to corresponding countries during the campaign. In this case, please contact Online Customer Service and provide your product ID, campaign name, and campaign ID to apply for withdrawal.

To check campaigns you have participated in, click Marketing Campaigns > Platform Campaigns > All > Pending and Active Campaigns. Campaigns with a starting date later than May 6, 2020 will be affected.

Miscellaneous

Stores engaged in severe violations of the platform regulations will be penalized in accordance with the AliExpress Rules on Handling Severe Disruption of Platform Order:
Serious violation: 12 points/time, freezing the AliExpress account for seven days
Extremely Serious violation: 48 points/time, closing the AliExpress account
