1. Product listing rules
When sellers list toy products, they must select the type of qualifications they have obtained and enter or upload the corresponding product qualification information according to the actual situation:
· CE certification for toys sold to the EU market
· CPC certification for toys sold to the US market
To submit a CE certification, an image of the product packaging or label containing the CE logo and the manufacturer's Declaration of Conformity (DoC) or Certificate of Conformity (CoC) should be uploaded. The manufacturer's DoC should contain information on the applicable EU Toy Safety Directive, such as Directive 2009/48/EC for all toy types. According to different types of toys, it may be necessary to include the EU Electromagnetic Compatibility (EMC) Directive (2014/30/EU), the EU Radio Equipment Directive (2014/53/EU), or the EU Battery Directive (2006/66/EC).
In addition to CE certifications, other regulations may be applied to toys exported to the EU. See: https://sell.aliexpress.com/__pc/U3b0h9d4VJ.htm
2. Control measures
The platform plans to begin enforcing mandatory regulations on the first batch of 25 categories of toy products on August 17, 2020. New or edited toy products can only be sold to the EU market after passing the CE certification review. Existing toy products that have not passed the CE certification review by September 14, 2020 will be prohibited to sell in the EU market. Please upload the certifications in time.
To improve the compliance and quality of toy products sold on the platform and encourage sellers to submit certifications, the platform plans to hold a special promotion in the EU and US markets for toys with CE and CPC certifications in September, 2020, and drive weighted traffic to products that have passed the certification review.
3. Violations and penalties
a) If products do not meet the relevant national qualification requirements, the platform will block the relevant products.
b) If products are found to have been listed under incorrect categories, the penalties are as follows:
If the products are not listed under the specified toy category, no points will be deducted for the first violation, and the products will be deleted for the second violation. If the same seller violates the rule by listing toy products under incorrect categories for more than one time, the product will be deleted and 2 points will be deducted from the store.
c) If sellers submit fake or fabricated certifications, the penalties are as follows:
If a seller is found to have submitted a fake CE certification or a certification owned by another seller for a product, the product will be deleted and 6 points will be deducted from the store.
Stores engaged in severe violations of the platform regulations will be penalized in accordance with the AliExpress Rules on Handling Severe Disruption of Platform Order:
Serious violation: 12 points/time, freezing the AliExpress account for seven days
Extremely Serious violation: 48 points/time, closing the AliExpress account
